In any case, whether the character is legal in France (the age of consent being 16 years of age minimum), in the US (and this is a US made site, adherent to US federal law in consequence) no artist on it can feature work entailing a explictly sexualized minor. A minor being defined as under the age of 18.
If she's consensual by French standards, that's great, but she can't stay here; they'll remove your video. My advice would be to remove the gif or whatever preemptively and forward links to your personal portfolio, tumblr, pinterest, linkd, twitter, facebook, etc.

So does that mean Disney was encouraging child marriage or something? You should take it up with them since they were clearly the ones who started this. And btw you should also try to save all the other people who draw sexualized minors. Just type 'lolicon' in deviantart and save them all. Also...the prince and snow white are about the same age; and they shouldn't be drawing lolicon. It's against the site's policy. There's nothing wrong with showing teenagers being sexual but the site takes issue with explicit sexuality. It always has.
Not only that, but it's clear that the artist intends to age up the character in this depiction. The animation here is of a older female with the same visual stylizations as Disney's Snow White (perhaps an aged up version of the same character), and is clearly intended as such. No prosecutor would claim that this image depicts the sexual exploitation of a minor. Also, fyi, the original Snow White isn't fourteen. Disney aged her up from her age in the original story, which was seven.
The actual point, however, is that (according to my understanding of U.S. child pornography laws) the government does not recognize a drawn picture as being a child... because technically it's not. Since no child is involved, there aren't any issues with 'child pornography'. Thus, there are no restricts with respect to the government. The only restriction involved here are the ones that might be enforced by the DA censors, who clearly do not use US pornography laws as the basis for their guidelines.
Another point is that the character in this image has the kind of breasts (and body) that you rarely see on a 14 year old. I won't say never, because (when I was 19) I knew a 14 year old girl who had ample breasts--and unfortunately she had a crush on me and a friend of mine told her I liked her... talk about an ugly scene. Turns out she was a suicidal personality, so letting her down easy wasn't easy. But very few 14 year olds (let alone 7 year olds) look like this. In addition, we see a lot of CG art that involves characters who look like they could be pre-teens... yet we're told they're over 18 and so that's supposed to be okay, which is absurd. There isn't any real connection between the image drawn and the supposed age of the character.
And finally, although one might presume that the image depicts a Snow White scene because the audience look somewhat dwarf-like and the singer/stripper looks some what snowish-white... there isn't anything to suggest this beyond the viewers suppositions. Which we have no reason to give credence.
So any discussion of the woman's age seems to me to be a little absurd.

It's quite adorable animation-wise, but for the, you know, pubescent element.
